As was mentioned before, Gordon patented a vacuum tube logic circuit block which accomplished this function in his "Datrac" ADC. AMD and National later introduced SAR ICs which performed the function in a single chip. Bell Labs 1940s ADC had a 5-bit resolution, rated for 8kSPS, and was vacuum tube based.
